This shows mojibake (broken text) for me too. In my settings I have changed the default encoding ISO-8859-1 to UTF-8.
The problem in this case is that the author of the Web site has not declared a text encoding ("character set"). Unfortunately, there's nothing that can be fixed in Chromium - the bug is with the Web site.
