Public bug reported:

Binary package hint: unity

I noticed this this morning when clicking a link in an e-mail opened up
Firefox on the current desktop. Whenever an app is maximized in Unity,
right clicking the panel (even when it's showing the menu for the
maximized app) does nothing. In order to actually move an application
to another workspace, you have to un-maximize the app, THEN right click
the header bar and select "Move to Workspace [Right,Left,Down,Up]"

This seems inconsistent with behaviour when an application is not
minimized.

Expected result:

When an app is maximized, right clicking the menu bar at the top should
open a context menu that provides the same sort of workspace movement
options as when right clicking the app in it's unmaximized state.
