Description: in anjuta (and possibly other apps) the internal overlays/pager could disappear. it is reproducible by going in the menu and choosing View->Reset Dock Layot. Overlays will disappear and can't be readded. This is making the experience totally unusable in these apps
To test the regression: in anjuta's menubar, choose View->Reset Dock Layot and check if the scrollbars are still on the screen.
