If you're redesigning how to convey which Ubuntu version someone is
using, then this is a duplicate of bug 688008.

If you aren't, then it's already specified: "Help" > "About This
Computer" is supposed to open System Monitor to its first tab, which
shows the Ubuntu version. Access to the "You are using Ubuntu 11.04"
help page is not an end in itself, it's just another way of presenting
the Ubuntu version. System Monitor is far from the ideal presentation,
but it's much better than the help page is.
