I can easily reproduce this bug on my system, if i close the last window in a workspace, the unity panel still has its name (it has focus even though it no longer exists) and no keyboard shortcut works (except the super key). Only way to get shortcuts back is to get a real window focused (doesn't matter if you start a new application or go to one already running in another workspace).
