A patched kernel and gnome-power-manager exist to get the backlight
hotkeys working:

https://launchpad.net/~kamalmostafa/+archive/linux-kamal-mjgbacklight
add it to your sources e.g. with:
sudo apt-add-repository ppa:kamalmostafa/linux-kamal-mjgbacklight
then reload the package information and upgrade your system (e.g. with synaptic)

This should give you a the patched kernel and gnome-power-manager. Shut
down and boot.

For my system this kernel gives me full hotkey backlight control (with
the caveat that I have to up the brightness again after every time I
close the lid - with the now working hotkeys).

Test and report back.
