I backed up my personal templates and macro code and then did a sudo
apt-get purge.

Following that, I opened KPackageKit, and it appeared there that
everything was still installed, so I set each green-checked item to
"Remove." After this, I used KPackageKit to reinstall libreoffice with
the additional packages I had before.

Then I tested, File->Export to PDF again gave me the PDF Options menu
allowing full control of the export.

The menubar icon, goes directly to a dialog to name the export (which is
what it did before-and in OOo, too).

I copied my templates and macro code into the appropriate directory and
retested. No change. Everything works. Possibly this was some kind of
"glitch" on my machine.
