It appears the ls-R* files had been left in an unusable
state:

-rw-r--r-- 1 root root 71 2007-04-11 09:44 /var/lib/texmf/ls-R

$ od /var/lib/texmf/ls-R
0000000 000000 000000 000000 000000 000000 000000 000000 000000
*
0000100 000000 000000 000000 000000
0000107

The file
-rw-r--r-- 1 root root 666 2007-04-11 09:44 /var/lib/texmf/ls-R-TEXMFMAIN
is full of 0s as well

$ cat /dev/null > /var/lib/texmf/ls-R
$ cat /dev/null > /var/lib/texmf/ls-R-TEXMFMAIN

and ran mktexlsr a few times until the error messages about
no usable entries in the respective files had gone away.
After that, reinstalling tetex-bin worked fine.
dpkg -i /var/cache/apt/archives/tetex-bin_3.0-27ubuntu1_i386.deb 
Same for tetex-extra and texmacs-common and texmacs.
