I can reproduce the same phenomenon (kded4 goes wild, has to be killed) in this 
way:
* KDE Networkmanager Applet connected to any WLAN, connect to any VPN-Network 
(vpnc)
do either
1 disconnect or reconnect the wlan connection when vpn is running
or
2 disconnect the vpn connection

Kded4 goes immediately to 100%, the vpn-connection continues to show
"connected"
