Thomas, I don't think you need to run gconf-editor at all.  This is what
does it for me on Natty 11.04:

 /usr/bin/pactl remove-sample bell.ogg
 /usr/bin/pactl upload-sample /usr/share/sounds/gnome/default/alerts/glass.ogg 
bell.ogg
 /usr/bin/xset b on
 /usr/bin/xset b 100

Plug this into a session startup script.  Of course it doesn't fix the
problem that changing the sound of the bell via "System -> Preferences
-> Sound Preferences" has no effect.  I can't understand why this
continues to be an issue in Ubuntu.
