That does seem to be the case but I think it deserves a separate bug
and discussion. For me, finding the help is among the most important
things a user would want to do and the justification for a launcher
for the help is very strong. That is why (I believe) previous versions
of Ubuntu have had such a launcher on the panel.

For reference, the bug Jeremy reported against this (which was very
abruptly closed with almost no discussion) is bug 775251.
