Sure, you can go to a country-specific template by changing the URL,
like this:

https://translations.launchpad.net/ubuntu-docs/natty/+lang/es_PR
https://translations.launchpad.net/ubuntu-docs/natty/+lang/es_MX
https://translations.launchpad.net/ubuntu-docs/natty/+lang/es_AR

and so on. Therefore, the answer is no: it's not fixed yet.

There must be no valid URL other than https://translations.launchpad.net
/ubuntu-docs/natty/+lang/es, without the country code at the very end of
the URL.
