Clicking on the running app shortcut on the Unity Launcher should not open a new window. Moreover, a running app on the Unity Launcher is indicated by an arrow on the left side of the icon. (as shown in the attached image) and a running app can always be restored by pressing and holding the Super-Key and pressing the displayed desired app number on the Unity Launcher.
