Apparently it's only included in Ultimate and Enterprise versions of Windows Vista and Windows 7 (https://secure.wikimedia.org/wikipedia/en/wiki/BitLocker_Drive_Encryption).
Regardless, all versions of the Ubuntu installer should include full disk encryption.
