Jens, this issue is unreproducible in LibreOffice Writer via the
Terminal:
cd ~/Desktop && wget
https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/115052/+attachment/2126396/+files
/eps-example.odt && lowriter -nologo eps-example.odt
scrolled down with no problem. Does this work for you?
