Okay, I think I might be having the same problem as you, dart, also on a fresh install. For me, ratings only appear after I open a package's details page. Then, if I return to the list, the rating for that one package is shown. Also happens on a fresh user account, so this isn't a user configuration issue.
I'm not sure if that is what happens for you.
