It looks like this bug has moved on from its initial manifestation. The
original problem was probably something that's since been worked around
in debconf. As for the exit status 20 which several people seem to be
getting, unfortunately not one of the many logs posted here sheds any
light on that.
Could somebody suffering from this problem please reproduce it with the
environment variable DEBCONF_DEBUG=developer set, and post the output?
