I have a similar problem - does kdeinit4 take 100% CPU after it crashes?
It does on my machine, and disables custom shortcuts as well. The
process needs to receive a SIGKILL, SIGTERM won't do the trick.
Shortcuts aren't functional until you do a logout/re-login or reboot the
system.
