The problem is, when you select the System Settings item in the 
indicator-session menu (the one you use for switching user or turn off the 
machine), the gnome-control-center will start up and its window title will say 
Control Center. At the same time, indicator-appmenu (the one that holds 
normally the application menus on the top panel) will say System Settings. This 
is indeed confusing.

If we want to change this, the string comes from here:

An other occurrence is changed in bug #733234 by this patch:

On the other hand, time looks like solving this - gnome-control-center 3
refers to itself in the window title as System Settings in Oneiric.

Not a translation problem, though.
