Maybe this might help: I've uninstalled 11.04 (personally I think 11.04
is the worst and most user unfriendly version I've met so far, and I've
been testing all and using some of the versions since 6.10) and
installed 10.04 instead, where not only I do not have this problem, but
Synaptic is even able to download resources during postinst
configuration. The difference, besides the version of Ubuntu, is that I
put in proxy during system installation, at the last or so step: I
noticed some "Advanced" link or button, clicked on it and there was
proxy data form there, so I've filled it.
