Jeff, I think you've hit the nail on the head -- at times, users might want the Find bar to appear without losing focus. It's a small use- case, I agree, but F8 is intended more as a toggle for the toolbar whereas Ctrl-F is intended specifically for finding something with text (much like in Firefox, Gedit, or countless other apps.)
