It does happen by every upload or/and download. Also by apt-get install My download is very constant. Example When I install software with apt-get install, then the right download-speed is shown in the progress info in the terminal. Also when downloading/ upping with Azureus a constant speed will be shown be in the upload/download statistics. As a proof a have added a screen dump of Azureus when downloading a torrent. Also Wireshark (previously named ethereal) show also a constant speed of the up and downloads. I hope you believe me and can solve this issue. If you need more info, please ask me.
