Alright, I think I found the problem. There's a property of the stylus called "Wacom Hover Click", which is set to 1 in *both* Lucid Lynx and Natty Narwhal. However, the *meaning* of that property has changed in more recent versions of the driver, as seen here:
http://comments.gmane.org/gmane.linux.drivers.wacom/5601 If I set "Wacom Hover Click" to *zero* in Natty Narwhal, I get the same behavior as when "Wacom Hover Click" was set to *one* in Lucid Lynx. Go figure. However, in Maverick Meerkat, "Wacom Hover Click" is set to 0, but the meaning of "Wacom Hover Click" in Maverick appears to be the same as in Lucid. As for whether this behavior change should be considered a bug ... well, on the one hand, the changes in software behavior cause user confusion and an apparent loss of functionality, but on the other hand, the software is behaving as designed.
