That 2010-12-03 date does not look correct to me.
Can you please confirm that this is the official Lubuntu 11.04 i386 ISO?
lxlauncher works (runs, anyway!) for me when I type
lxlauncher &
in a shell in LXterminal, in Lubuntu 11.04 here.
If there is anything unusual about your machine or configuration that
might be related to this failure, please provide full details.
