Let's dup that bug to this? ;-) 
No part of that bug's description mentions about denying SC from closing. All 
it says is about being able to close SC(which is what this bug is to avoid) and 
then displaying the notification when done. bug #528584 might depend on this 
one, but not necessarily.
Displaying the notification does not necessarily depend on decision to allow SC 
to close or not, but can be affected. We could choose to display a notification 
if SC is in a different workspace too. 
Or we could just decide notifications are annoying and close that bug, which 
will not solve this bug here.
