It is a problem with the kernel, which is why it occurs in Fedora as
well - anything that uses the 2.6.38 release. It has been reported on
Phoronix:

Essentially, the kernel team is working on a fix. Until then,

"for those who are still affected by this bug i recommend trying 2.6.34
from here:

this takes care of both major power regressions noted by michael
larabel. my netbook battery (6 cell) life increased from ~3.7 hrs on
mainline 2.6.38 to 6.5 hrs on 2.6.34!"

Others say you need only revert to kernel version 2.6.37 from Maverick.
I myself am using 2.6.34 now (from the link above), and it solves the
problem for me completely. Before, my Toshiba laptop burned so much I
could not touch it; now it stays very cool. Thus, the power consumption
regression is not present in 2.6.34.  Good luck.
