Are you sure that you have defined you cups-pdf print queue on the same machine as where you are running your desktop applications? Sharing cups-pdf print queues does not work (therefore queues set up by the cups-pdf package or by system-config-printer are set to not shared). So if you want to create PDF files with cups-pdf, you have to install cups- pdf on the machine where you are running your desktop applications and create the cups-pdf print queue there.
