The bug description above is still valid. I have the same problem in ubuntu 
10.10:
I hope this additional information will help: 

How to replicate the bug:

Create a group of contacts in which the persons names include the "åäö" (for 
example "göran"<go...@...com>, "åke"<a...@...se> ). 
Then start the mail composer and send a mail to the group. Then in the sent 
message a name like "Göran" will look like:
=?iso-8859-1?Q?G=F6ran?= 

Its not so nice when your in a business and need to send mails to many 
different groups.
Please note that the problem only occurs when you use a group from the contacts 
list.
