Binary package hint: udev

I'm not sure why does it happen. But when booting my laptop I'm getting black 
screen for a few seconds with string: udevd[11067]: error: runtime directory 
'/run/udev' not writable, for now falling back to '/dev/.udev'
And there is one more issue I'm not sure it's connected, but when I'm powering 
down or try to restart my laptop sometimes it looks like shutting down 
normally, but then systems goes to black screen and stays like that. Not 
responding any commands and not doing anything. I've tried to wait but it can 
stay for hours like that.
I don't see anything special in logs about this situation after booting so I 
don't know why it's happening. Maybe someone could see something.
