Public bug reported:

Binary package hint: sysvinit

These backports in Ubuntu 10.04 have a severe bug. USB external
drives are not recognized any more. Downgrading to 2.87dsf-4ubuntu17
resolves the problem. Re-upgrading disables again USB recognizing.

initscript__2.87dsf-4ubuntu17.3
sysv-rc_2.87dsf-4ubuntu17.3
sysvinit-utils_2.87dsf-4ubuntu17.3

Dmesg after you connect a USB HD or Pendrive shows:
-----------
usb 1-2: new high speed USB device using ehci_hcd and address 5
usb 1-2: configuration #1 chosen from 1 choice
scsi6 : SCSI emulation for USB Mass Storage devices
usb-storage: device found at 5
usb-storage: waiting for device to settle before scanning
-------------

And it's waiting forever.
