I cannot imagine how added files get only taken into account after a reboot. When one gets to the make/model/driver list in system-config- printer, system-config-printer always re-queries the list from CUPS (you see that it takes some time) and CUPS always regenerates the list, so added files appear immediately. Did you restart system-config-printer after installing the Samsung packages? Perhaps system-config-printer caches the list on the first time and keeps it (in RAM not on disk) while running.
