The dash reads and writes preferences from/to dconf. I doubt if such
small reads of preferences from dconf is an issue for laptop owners. I
own laptops, and such minor reads never caused major impacts on battery
life (at least in my case). I'm closing this bug; if you feel that you
have a proper reason why dash shouldn't read/write to disk frequently,
then comment on it here. Thanks
