No, udev has no way of telling whether the device is wired or not.
Use /etc/iftab to force devices to have particular names: add lines like
eth0 mac xx:xx:xx:xx:xx:xx arp 1
eth1 mac xx:xx:xx:xx:xx:xx arp 1
These are written by the installer by default for the cards present when
you install.
