I have the same problem after my upgrade to natty, cpu firmly stuck at 1.5Ghz. installed cpufrequtils and can change governor now but it's no help, powersave sticks to 187Mhz everything else sticks to 1.5Ghz. had to modprobe p4_clockmod to get any governor working.
