There is a partial solution in place currently, though it's un- publicized. If instead of POSTing to http://www.ubuntu.com/start- download you make a GET request to it then it will bounce you to a mirror near you. At that point you can choose a distro and a CD image to download.
It would be possible on the form page to display a link based on the user's form choice that links directly to the image they want. There is already some javascript that can be used as a reference. See the "log_download()" function on that page. The redirect code would need to be made smart enough to redirect to the proper path.
