Once you understand that Unity is the user interface and not a document pack you will realize invalid is the best status for this bug.
If the issue was raised before Ubuntu-11.04 release it might have been considered, raising the issue after release and also knowing that gnome-panel is no more in the Oneiric live cd anymore we can safely assume the old interface has been replaced and Unity is now the face of Ubuntu.
