I have some idea, but I have not enough skills to realize it...
Let's create transparent gtk widget, which covers flash plugin's rectangle 
(above every plugin's widget).
This widget will handle every single event, which plugin handles before.
This widget will filtrate come keyboard binding, which browser needs.
Other events this widget will resend to plugin's widget and immidiately restore 
focus, if needed (maybe focus will not grabbed by flash at all in this case, 
but force restoring after every event will be better).
