Just commenting that this happens not just with firefox and chrome, but with 
all applications that have a fullscreen option with F11.
However, I also observed that while the dash itself is not summoned, the 
current window loses focus, and it would appear that keystrokes are sent 
elsewhere as well. This made me suspect that maybe the dash was being summoned 
in the background. However, trying to "blindly" open an app by tapping it's 
name after pressing ALT+F2 results in nothing at all... So my theory is not 
completely right.
So I decided to see what is happening behind the full screen window, and set it 
to a low transparency in compiz.
I can confirm now that the dash is indeed summoned, but it remains in the 
background. Keystrokes do not go for it neither, so I am not sure what window 
has focus in that situation...
