I'm not sure the "console-setup/layoutcode" parameter is the problem.
The problem I had was that the unattended installer asked for my
keyboard layout when I tried using Swedish keyboard layout.

I have now found parameters that work for me in Ubuntu 11.04 Alternative
CD for unattended installation without asking for anything, but I had to
use US keyboard. The working "txt.cfg" file I use looks like this:

label unattended
  menu label ^Automatic CD-installation (US)
  kernel /install/vmlinuz
  append  file=/cdrom/cd1104us.seed locale=us preseed/locale=us 
keyboard-configuration/layoutcode=us console-setup/ask_detect=false 
netcfg/wireless_wep= netcfg/choose_interface=auto netcfg/get_hostname= 
netcfg/get_domain= vga=788 initrd=/install/initrd.gz --
