yes this happens to me all the time! Sometimes it is both the network and the volume icon (i think), but mostly its just the network icon that is not clickable. workaround: click on the clock (or other indicator icon) and move mouse to the left to open the network menu. I have to do this all the time. I have a DELL Latitude D630. Let me know if you need any more details.
