Public bug reported:

After non-english installation without network update-notifier shows an 
'incomplete language support' notification.
It is useless since there is no network and if the user clicks on 'Run Action' 
it says that language information are unavailable anyway.

TEST CASE:
1. Install Ubuntu Desktop, non-english (language not on the CD) and without 
network
2. Reboot and login

Result:
After a delay, update-notifier shows the 'Incomplete language support' 
notification.
