I don't think the new site does fix the problem. Assume you are a newbie looking for help, you might go to http://www.ubuntu.com/ and click "Get Support", where you will end up at Visit http://www.ubuntu.com/support.
People will dismiss the first two in the list "Access Free Documentation" and "Buy Professional Support Services" because they want to talk to report a problem, and they want to do it for nothing. The next thing on the list should be tech answers, followed by community support. Having tech answers at the bottom of the page means people never find it.
