I am just the upstream maintainer and I don't use Ubuntu myself so I
cannot tell you which version works but I assume that just disabling the
vala-ppa and running then installing the "vala" package should do.
Actually installing anjuta should automatically pull in the correct
version of vala if Ubuntu did a proper dependency tracking.
