There are certainly cases where the proxy is the only way to get to the
Internet, and there's no reason why proxying keys should be bad.  squid-
deb-proxy should be fixed to handle this, I think.  I've opened a new
task on this bug for that.

I agree that apt-setup should have error handling for this.  I'm working
on that.
