Indeed, IMHO we should follow upstream and show the icon always by
default.

The icons represent system status. connected ac and fully charged is part of 
that status.
Also, there is not a key to configure this anymore, It was remove with the move 
of gnome-power-manager to gnome-settings-daemon)
