The machine was entirely unreachable on the network until 09:51 when the ifdown/ifup was run. After the ifup and a delay of a few seconds, the NIC seemed to come up again. On a server rebooted yesterday, we saw exactly the same thing. The network card was replugged a few times as part of the debugging (hence the link up/down messages).
