Looks like very similar with issues, in which full speed/low speed devices 
connected into highspeed bus
from usb 2.0 hs hub.

Could you connect your two low speed devices into root hub(PC) directly instead 
of external usb 2.0 hub to
see if the problem can be reproduced?
