This also happens during boot and login screen - being not able to mute sound or adjust the volume before the logging screen appears (or before you log in) can be fairly annoying when the computer is turned on in a quiet place. The same behavior can be seen when Application switcher (Alt+Tab) or Workspace switcher (Ctrl+Alt+Arrow), etc. are active.
