Public bug reported:

In Gedit Snippets plugin one can specify a shortcut key as a trigger for a 
snippet.
It doesn't work in Gedit 3.1.2

To reproduce:
1) Enable Snippets plugin in Gedit
2) Open a Python file
3) Select a word and press Ctrl+' (or Ctrl+2)
4) Expected result - the word should get surrounded by the ' or ". Currently 
nothing happens.

After checking other snippets I found out that none of shortcuts work as a 
trigger.
However, tab trigger still works as expected.
