I'm seing the same problem with Local Folders used as Global Inbox for a bunch of Pop accounts. In additional, while "Enable adaptive junk controls" is checked, I'm unable to select a folder to move the junk to (neither for Local Folders not for any of the pop accounts). If this is the cause I'm unsure how to fix it.
